Basemaps Offline Layer to use a Portal item/url instead of tpk?

We currently use this Esri World Topo Vector tile layer for our basemaps in many Studio Go apps. It's great because it's maintained by Esri but we can still modify the look of it as needed. They have an online only one that is very fast, and this "for Export" versions which allows offline downloads. We use this offline version as a basemap even though it's slower because then it works for any of our maps and an user can download it anywhere.

Is there a way to use the online only version in the map VertiGIS uses but then set this export version as the offline basemap that will be downloaded when a user creates an offline area, the same way as a tpk could be set? It does require sign in to arcGIS Online, we have it saved as a Portal item with saved credentials, if that could be added to the same spot as the .tpk, I think that's what I'm getting after if that makes sense.
