Discrepancies between AGOL "Zoom To" and VertiGIS "Zoom To Extent"

I've got a VertiGIS Studio Web application that uses a layer action for zooming to the layer's extent. Specifically, this action used the following command:

I'm finding that I'm getting different results when using that vs. ArcGIS Online's map viewer Zoom To feature. For reference, I am using definition queries when I'm publishing my feature layers to ArcGIS Online. This doesn't seem to affect the way ArcGIS Online zooms to the features as it zooms correctly to the filtered features published to that layer. Is there any difference between how these two functions work that would cause this to be the case?
