Zoom to feature when Snap to Levels is enabled

Currently, when you have Snap to Levels enabled, if you identify a feature and then zoom to it, it picks the closest defined scale.  This often zooms in too close, so that not all the feature is displayed.  An enhancement would be to zoom to the largest scale that all the feature is visible.
