SL Viewer: Ability to pre-configure 'Configure Layers'

Would like ability to control what the default values of 'Configure Layers' are set.

My issue is i wish to control which layers are participating in an identify operation;  Currently you can set this at 'site' level but this results in it no longer participating in the 'Layer Configurable'.
