SnapToLevel issue

When SnapToLevel is set to true, and a polygon is selected in a query, SL zooms to the nearest cache scale, and this often results in the polygon getting cut off if it zooms to a smaller scale.  In the case where you click on a selected polygon, or do an attributeSearch as part of a URL, it would be better if SL went to the larger scale instead of the closest scale, so that the whole polygon will be visible.
