Save Project and Layer Groups

It would be nice if Save Project could keep track of whether layer groups are open or closed - I would like to put all of my layers into groups, but I want it cleat to the user where a key layer is.  So, from our Police web page, I would like the user to be able to open our public map with the crimes layer turned on (which it can do), but also to have the "Police" layer group open so the user can easily tell what layer is on, and to see that we have other layers with crime data available.
