Adding .emf image to pdf report doesn't work

Hello,

I've created report template which contains Image control with .emf file, but when I run my workflow that has TemplateReport activity for generating pdf it's throws an exception (it was working with jpeg image):

Aborted exception: 'The output char buffer is to small to contain the decoded characters, encoding 'Unicode fallcack' 'System.Text.DecoderRepalacementFallback'. Parameter name: char'.
