CharlotteCompleteGP - no GP service

I wanted to take a look at the "Extract Layer Data" tool on the Charlotte sample site but I'm getting an error indicating the geoprocessing task is invalid.  Looking at the URL for CharlotteCompleteGP, I do not see any GP services present.

Has that been permanently shut down?  Or is there some other problem?
