Implementing Drill-Down

I have an idea, and I'd like your suggestions on how I should go about implementing this.

I would like the user to use a new tool.  When active, the user clicks on the map.  That click drills through several polygon layers in my map, and summarizes them in some kind of printable, saveable report.  The report would have hyperlinks created from feature attributes.  It would contain some attributes as-is.  Other attributes would be decoded into something more understandable.  It would have nice columns and a title and our city logo and all that stuff.

Where should I start in getting a tool like that to work?
