Essentials Manager logon view is missing the formatting

I installed additional instances of Geocortex Essentials 3.8. Now when I go to the REST Manager page, it doesn't look right and seems to be missing the formatting. Once I log in, everything looks fine. When I log out, the page is normal again, but when I refresh or reopen the page, the formatting is gone. Does anyone have any ideas about what is happening or whether I'm missing a file?

  Seems to have been a permissions issue.

  I had removed the local <SERVER>\Users group from the Essentials directory. Not really sure what permissions are needed by that group, but once I re-granted Read/Execute permissions, the Manager logon page worked as before.
