Serious Problems trying to show new tabular data, help!

I'm experiencing some troubles here, I'm trying to figure how to get our new tabular assessors data to show up online. I've completely replaced the old table in our geodatabases with the new however I cannot figure out how to get the new data to show. What I've done so far hasn't worked, but here is a list of what we've tried... cleared the REST cache, stopped and started services, rebooted our servers. We're using ArcGIS Server 9.3.1, this problem has been vexing me for several days now, so any help would appreciated, I have a feeling I'm looking way too deep into this and the answer is right in front of me. Matt, this sounds like a classic case of the MSD/MXD you modified is actually pointing to the wrong place OR modifying the data. What I would do first is try opening the existing MXD, checking that the data there is new. If it isn't, fix it first before continuing as that is the problem.
Next, publish this as a NEW map service in ArcGIS Server. Then open that map service in the REST endpoint, and query the data on the rest endpoint itself to make sure the new data also appears there. If that all works, then you know updating the ArcGIS Server is working.
If it is all good from here, open the original MXD and modify it to point at the same datasource. Save this, and publish it to ArcGIS Server as a new map service. Repeat the checks.
If it works still, THEN open the one which is not working in Essentials, and change the connection settings so it is now pointing at your new REST endpoint for the new published service. This will force it to look at the new stuff, and no longer see the old stuff.
Hope this idea of troubleshooting works for you, or you find the challenge at one of the intermediate steps.
