Scalebar Incorrent...
I've set the measurement and buffering tools to work with a local projection (NAD 17 UTM) - I've verified these tools on the map and they now work correctly. However, the scale bar on the map is still WAY out. The scale bar shows 20km when a measurement taken shows it as only 14+km. Is there no way to set the scale bar to a different projection than Mercator, just like you can do with the measurement tools??

Unfortunately you currently cannot do this, meaning that there will be quite a large and obvious discrepancy between the scale bar and actual measurements when using Web Mercator. The scale reported is what it would be were you located on the Equator, and a difference of 20 to 30% from the correct value is typical for North American locations.
I've taken the liberty of adding you as a stakeholder to an open feature improvement request which covers this issue.

so the way I'm reading your latest post - and given we are using Lambert based VICGRID 94 wkid 3111- projection (for our map services) way down under here in Victoria - we could assume a large variation in true scale to scale bar representation? we are -37degress from the equator web mercator or no web mercator.
Is there a chance of even ditching the scale bar and having a true scale as text on the map instead - if this is going to be the case?

If you are using web mercator, the mapscale and scalebar values will be erroneous. I did find this fix - https://support.geocortex.com/how-to-fix-the-scale-bar-and-scale-on-maps-printed-in-web-mercator. I have implemented this and it seems to work to a point. The mapscale, now seems to slightly underestimate distances. Not sure if I did something wrong or if that is expected with this work-around? It is an improvement over the web mercator measurements at any rate.
Anyway, thought I'd mention it in case it can help others.

For Silverlight viewer, when one sets up a particular WKID for buffering and measurement, there should also be options to configure other widgets similarly. The scalebar as noted above, but also the "Map Scale" interface on the "Getting Around" tab, which currently uses the default projection only. Also, the mouse coordinates. Thanks.

you mentioned an open feature improvement request.
Do you have any idea on progress on that open feature request? Is there a definition of that request that we can see?
We would happily offer to test a fix if one was available.
Our situation here in one site is the use of Web Mercator which we are using the work around as described above but not using a work around would certainly be preferred particularly when it means having 'custom' adjustments buried in the .rpx file. Having the map end up with a scale text of 1:395 when their Print Map request was 1:500 is a little confusing.
