Essentials Manager missing properly formatted interface

I just installed Essentials 3.11.1 on a development server.  The install seemed to go fine, but when I opened Essentials RestManager, I get the following screen.  Completely lacking the formatting found in our production site.

I found the discussion topic here:

that mentions making sure that <SERVERNAME>/Users group has read/write privileges to the Essentials directory.  I've made sure that it does, but that didn't fix the formatting issue.  Any help would be appreciated.
