Initial Extent not working on 3.11.1

Any ideas on why Initial Extent isn't working on the newest release?  When I press the button is says Please wait but nothing happens.

  Initial Extent and Full Extent do not work on both the Map section and the Overview Map section.  The Please Wait... icon appears and nothing happens.

  I can see the extents in the REST interface for the site.  Is there a file I can open to manually set these extents?

  When I look into the site.xml I'm not seeing the display x,y min, max coords???  This only displays on the REST interface page.  I am also running Essentials 3.5 and 3.9 and the initial and full extent button works fine.  Hope Geocortex fixes this or can help me figure out how to get this working soon!

  Find the Map element and set it to

  <Map FullExtent="18768684.6624155,-5125280.3963554,20021028.8541131,-4070674.76124161" InitialExtent="19561948.9850626,-4649403.46464018,19678133.268056,-4551564.0684352">

     <MapServices>

  .

  .

    </MapServices>

  </Map>

  Using appropriate coordinate values of course. The above are web mercator

  I'm having the same issue in version 4. I can't set the intial map extent beyond a particular scale, it gets "stuck". Is there another solution now aside from editing the site.xml file to manually update the extent coordinates?
