Add OGC service from Viewer

We have two reasons to desire the ability to add OGC services from the Silverlight Viewer:

1. Allow users to rapidly add new data in disaster response situations,
2. add capability to enable us to create a simple web GIS to reduce our MapInfo licences (many users just use MapInfo to view layers).

The last Road Ahead video spoke of OGC improvements... what are they?
