Bug, data fields misreporting when resizing in report designer

I'm working on a custom parcel report and have noticed that the data field generated address in the report header isn't being imported properly. It is skipping some addresses and duplicating others, whereas the data field generated address in the report details section is accurate. Since one was working and the other wasn't, I just copied and pasted working one from the details section into the header. Running the report worked then, but I noticed that it resized my detail section from 8.99 to 9 inches, which causes the report to spill over onto a second page. When I changed the details size back to 8.99, the address in the header started reporting incorrectly again.

This is in the report designer that came with GE version 3.11.
