All widgets should reference WKID settings

For Silverlight viewer, when one sets up a particular WKID for buffering and measurement, there should also be options to configure other widgets similarly. The scalebar as noted above, but also the "Map Scale" interface on the "Getting Around" tab, which currently uses the default projection only. Also, the mouse coordinates and the list of map scales that can be associated with print templates. In our case the map services are in web mercator, but we want to do buffering, measuring, scale bars, map units, Map Scale dropdown, etc... all in State Plane. Currently some of these widgets do not honor the WKID settings.
