Fixed map scales

Hi

I know if you configure a cached base layer with predetermined scales then the site/viewer can be restricted to use them.  Is there any other way of doing it without the disc expense of a cached set of tiles?

I have about 12 levels to set and the inference of cache size in ArcGIS using one of our baselayers exceeded any storage I had available to me for now!  Is there no way of just providing a list of scales in Geocortex Essentials that can then be used (and the zoom widget - ESRI style one in our case also honours), I have other OpenSource webGIS apps that work like this.
