Scale Dependent Base Maps with Bing

Just upgraded to Essentials 3.14 and SLV 1.9.1, one of the new features we were interested in taking advantage of was scale dependent basemaps.  After the update, the scale dependent functionality worked great while using ESRI basemaps, however when we switched over to Bing basemaps this functionality broke.

This appears to be a bug, anyone had any success with using this functionality on Bing Maps?
