Layer Not Drawing on Map

I've added a new layer to my map service.  It added to the site in Essentials Manager with no problem except that it's not actually drawing on the map.  It shows up in the layer list and in the legend with the correct symbology.  I've tried everything I can think of and am now at a loss of how to fix it.
