Tiled mapservice in combination with a wmts service

Hi,

I tried in the 1.3 html5 viewer to have a simple site with two base maps:

1. An arcgis tiled mapservice: 

http://services.arcgisonline.nl/arcgis/rest/services/Basiskaarten/Topo/MapServer

2. A wmts service:

http://geodata1.nationaalgeoregister.nl/luchtfoto/wmts

I tried different combination (operational vs base function) but in the end always only one service is visible, the bottom one.

Is it a configuration error or maybe it's not supported?
