Strange behaviour pinch to zoom and pan HTML5-viewer 1.3 Windows Phone 8

Sometimes we see a strange behaviour: normally one can pinch to pan with one finger and pinch to zoom with 2 fingers. On regular basis I can only pan using 2 fingers at the same time and zooming only with 3 fingers. This happens on a Windows Phone 8, with HTML5-viewer 1.3.  The times this happens the + and - buttons are functioning normally. Has somebody any idea to solve this?
