Way to filter Coded Domain values for an edit feature layer?

I have an existing feature server layer setup in a ver 3.14 site that has a query filter to elimanate one value... EX: PIPELINETYPE <> 11

However in the feature service end point all the domains for PIPELINETYPE are being exposed; including 11, which is "Producer".  So when my users edit the attributes for that layer in the viewer they can select "Producer" from the dropdown list for PIPELINETYPE...

Is there a way to filter out this domain value in the site so that the user never has the ability to change to Producer?

I didn't find a way to do this in the Template Properties in ArcMap...
