Feature Map Tips in ArcGIS Online Connections

If you only have a feature service hosted on arcgis online then you can't use map tips right?

Can it be made possible?    I know ESRI does it in their web apps.

We're collecting data hosted on their using Collector and ArcGIS Mobile and would like to present the data in Geocortex.
