Layer list shouldn't show layers that are outside scale range

I think this has been requested in the past, but I couldn't find it.

I'd like the option of having layers that don't meet scale-dependencies, to not display in the layer list.  We have mxd's that have several scale-ranges set up (for instance, taxlots display differently at 1:1200 vs 1:24000).  However, there's no way of limiting the layer list to just the currently displayed version of taxlots.  This clutters up the layer list significantly.  Currently we're working in the Silverlight viewer - not sure if things are any different in html5.
