How to set layer visibility range by scale?

I'd like to have an online map service turn off at a certain scale where there is no image data.

The override min/max scale doesn't seem to turn the layer off at certain scales.

Is this possible?

  I was having this issue too, but it turns out that the Override Scales are only applicable if the map service is being used as a basemap. You can, however, set the scale in Arcmap Desktop and then publish the service.
