No BaseMap in Output Report
I'm setting up a reporting environment for one of my clients, and they've requested that one of our basemaps appear in the legend.
But when I run a report on an area, only the parcel fabric appears in the output and the basemap does not.
By default, should the WYSIWYG output of the report not capture both visual layers?
What settings should I investigate to solve this problem?

After reading some other forums responses regarding basemaps not showing up, I had the server rebooted, but this DID not solve the problem.
Any other suggestions?

What is your basemap (map service, image service, etc.)?

My basemap is a ArcGIS tiled map service.

I'm using a tiled map service in my legend. I just had to select which layers to include by making sure their Include in Legend option is checked.
What version of GE are you running? I'm on 3.14 and the GVS 1.9.

I'm running GE 3.15.1 and SVL 1.10. For the ArcGIS Tiled map service, under the display settings, I have visible = on, include in layer list = on,
expanded in layer list = on, but I can't see where you said to pick include in legend option is checked.

Solved it....!!
My ArcGIS Tiled map service appeared after I excluded the only feature layer associated with this imagery.
As soon as I excluded this layer, my basemaps starting to appear.
