Geocortex 4.0 - Permissions

I have added two window groups for permissions and see them added in the site.xml but when I go back to the permissions page and click in the box nothing populates.  Is this a bug?

  Hi Chase,

   Enter the name of the group then click on the double green arrow at the end of the textbox for the group name. That will make the request to get the permissions.

  Okay that worked but doesn't seem too user friendly.

  I click in the box and hit "Update Permissions" then I hit space and a list shows up with groups I have entered or entered in the past (all greyed out).

  What is the proper workflow for setting permissions? The way I'm seeing this is it's hard to tell what a prior Admin may have set and the only way is to filter through the user/roles.  I definately like where the new permissions are going but it is a bit confusing.
