Date/Time settings in time slider

Is it possible to specify a locale for the time slider bar specifically? In the following from the viewer.xml?

If so, what would be the format? Currently the date picker settings on the slider recognise our en-nz locale, but the slider "toggle" and date range is in American date format.

We've been told that the enhancement proxy is unlieky to work at 3.15., but not sure if this would have an imact, even if we could get it working? Anyone any thoughts?
