Add Map Layer - what determines its position?
When I pull in a map layer (aerial imagery) from an external source, it either places it above my operational layers (when its a dynamic service) or at the top of the base map layers (when its a tiled service).
However... while the dynamic service draws fine (albeit above the useful operational layers), the tiled service seems to draw under all my base layers which includes a background mask - and hence I cant see it.
So the questions are - does this behaviour sound familiar to others?
What governs the positioning of the Added layers?

The command to add a map layer is AddMapLayerInteractive . I don't think there are any arguments you can pass into it to determine where in the layer list it places new layers. A couple workaround options:
- Use the Layer Drawing Order tool to move the added map layer to the preferred position in your layer list
- Configure your site to include the external map service by default and put it in the preferred position in your layer list permanently
