    I'm having the same problem. My aerial map (WMTS) has a tiling scheme until 1:1500. My topographic basemap has a scheme until 1:750 (it also has 1:1500). I want my viewer to stop zooming after 1:1500 so both maps always work. Now, both work until 1:1500. Then I zoom in once more and the aerial map service returns a white image and my screen is white. If I switch off the aerial map I see the topo-map underneath. I tried the overwrite maximum scale setting of the aerial layer but to no effect. 

    So the same question: Am I doing something wrong, or is it not supported in the html5 viewer? And is there way to set the max scale for the entire viewer?

    The Dutch branch of ESRI pointed out that the help says: Override Minimum Scale: (ArcGIS and ArcGIS-based map services only). Mine are geoserver-based.

    Still I want to resolve the problem with the white screen.

    Alright, one final post:

    The aerial map was wms. The topo map was wmts. I use the htm5viewer so I cannot use the base layer option. The white screen at 1:750 was caused by the choice for image/jpeg as image type. I changed this to image/png, and the white screen was gone and a glorious topo map became visible.

    I experimented a bit more with the settings to try to change the maximum scale of the viewer to the maximum scale provided by the aerial map. In other words, I wanted to stop zooming after 1:1500. This could only be achieved by making the aerial map the lowest layer in the map configuration. since I want the topo map to be visible at all times (and absent from the layer list and legend) and the aerial map only by choice this is not an option. 

    It would be great to have the option to set a maximum scale for the viewer (not the layer).

    I was looking for this feature too. Only found out that Silverlight viewer can control the min and max scale for the whole viewer. I couldn't find out the same feature for the HTML5 Viewer.

    I sent a support request for our distributor, I am still waiting for the reply from the support.
