Open Toolbar by Default Button Not Working - Version 2.2

Is anybody else having issues in version 2.2 with the open toolbar by default button not working? Ours is checked, settings applied, site saved and the toolbar is not open onload of the application.

Any thoughts?

  Unfortunately, this is a known issue which will be fixed in an upcoming maintenance release. A workaround is to manually change the setting by setting "toolbarOpenByDefault" in the appropriate configuration file(s), located in the virtual directory of your viewer.
