Reference sites negatively impact layer order in HTML5 viewer
I suggest not using reference sites that contain your tiled basemap for sites using the HTML5 viewer. This issue, like others, is isolated to this viewer and not for silverlight.
My issue is that I have a tiled basemap in the reference site. This reference site is added in first at parent site creation. After adding additional dynamic layers from other map services, the ref. site tiled basemap is getting shoved up the visible layer list and mixed amongst the dynamic layers, rendering it useless. This occurs despite attempts to correct the layer order in essentials mgr. I consistently have to go into the site.xml and tell the site what the layer order should be, otherwise, I have no working basemap. So I save correct order in the text editor (notepad++) and lanch via url in browser, and it works. Whatever you do, know that every time you change/save in essentials manager, this text editor re-ordering will be overwriten in the site.xml (no matter what type of change)...so you have to go back again and tell it what the proper order should look like and save in the text editor. The time spent doing this makes the reference site more trouble than gain.
