Cached images not showing on initial load

I am having issues on an android phone where cached aerial imagery does not show up when the application is initially launched. Once the application loads, if I switch to the aerial photo base map, it shows up fine. If I launch it in a desktop browser, it shows up fine, too. In our case, our initial map is a cached basemap showing on top of a cached aerial photo. Any ideas on how to troubleshoot this or what might be at play?
