I think in 4.2 it was still in the security.xml file for the site. At some point, I believe 4.3, they moved the security.xml file to the config store which can be accessed by navigating to opening

    C:\Program Files\Latitude Geographics\Geocortex Core\NSRoot\Geocortex\Core\Roles\SecurityStore\2.3.0\Editor\Geocortex.Platform.Roles.SecurityStore.Editor.exe

    Then choosing your instance name.

The Geocortex.Platform.Roles.SecurityStore.Editor.exe utility is only for editing advanced security configuration settings. You cannot use it to configure users and roles.

As of Essentials 4.0 the XML file that stored users and roles was superseded by an application called Identity Server which handles authentication and stores the users and roles in its own local database.

Unfortunately there isn’t an out-of-the-box utility to bulk add users and roles to Identity Server. If this is something you need to do all the time it might be worth looking into having such a tool built.

You can configure Identity Server to use the legacy XML file approach. See section 39.5.3.6 - Configure Identity Server to Use Legacy XML Providers in the Essentials 4.4 Administrator Guide. This isn’t normally something we recommend because we prefer you use a more secure repository for password information.
