Charting Thousand Separator Issue

Wonder if someone has a fix for this.  

We upgraded to the GVH 2.3 version, happy to see that charting was included in the HTML5 viewer, but ran into an issue today.  We have a dataset with large budget numbers associated to capital projects and have added in thousand separators via ArcMap at the MXD level.  Those come across perfectly in the service for GE, but in the charting options, it seems to read those numbers up to the first comma.   So when we have a multi-year project with budgets values of 250,000, 1,300,500, 275,000, 1,850,000 in a Double field but that include a thousands separator, the charting tool displays the values as 250, 1, 275, 1.  At this point I am assuming this is due to the comma separator coming in from ArcMap.

Any help would be appreciated as we don't want to remove the thousand separator since that aids in the display of the data for the users.
