Lengends not working for multiple basemaps

Running the latest of everything - Essentials 4.2.1 with HTML5 viewer 2.3.1

I have a site with 3 basemaps.  When the app starts I want 1 to display and the others to be hidden.  If I do this the legend for the other two maps don't work.  See images below:

If I turn all three map services then the additional legends will display.
