Floodplain Workflow

I am trying to get some ideas on how to make a workflow for "Is my parcel in a floodplain?". So far I have been successul in finding a parcel, querying the floodplains layer and using a buffer from the parcels layer to filter the geometry, and alerting the user with a display form to inform them if their parcel is or isn't in a floodplain according to if the floodplain query returned any results. Where I am getting stuck is how to create the report. I want to print a report with 3 different map images. One showing just one of our floodplain layers, one showing a different type of floodplain layer, and the final map showing both for comparison. I know how to make a report with just one map image showing all visible layers but I was wondering if there is a way to only show certain layers in each one of the images I would like to create in the report.  Any ideas would be greatly appreciated.
