Layer not showing in GE 4.1.5 Silverlight

I have added a new layer to an .mxd and saved it out to a map service which overwrote the existing service. I stop and start the map service in ArcCatalog, go into GE Manager and reload the site. The new layer is not showing up in the viewer. I did this last week and had no problems so I'm not sure what the snag is. The layer is shown in the ArcServer REST file and GE seems to be reading from the REST service as I had to renumber tables in the viewer so the workflows wouldn't error out. If I open the GE REST endpoint, the layer is not in the list. It is not refreshing for some reason. Any suggestions on how to make GE recognize the changes?
