Feature editing lost after upgrade

Hi,  I had the HTML5 Viewer set up for editing in 2.2 after upgrading to 2.3 the edit capability has been lost?  I'm looking for the ability to edit a feature and add an attachment from the feature description.  I've changed hideOnDisable in FeatureActions to false, so I can see the edit & attachment options but they're still disabled?  How can I get these back?
