Adding "TPK" files to G.E manager appears to be not available

Trying to set G.V for HTML5 to be available offline when there is no internet access, I have installed "Geocortex mobile app formwork for windows" and followed the steps which is provided in "Geocortex Mobile App Framework 1.1 administration guide”.

In the section 3.3.4 the guide stats how to configure the viewr to use TPK files as a base map   

/customer/servlet/servlet.FileDownload?file=00P6000000elzQvEAI

But  when I go to G.E manger there is no place to add TPK files.

/customer/servlet/servlet.FileDownload?file=00P6000000em1TEEAY

What might be the issue here?

  Hi Ahmad,   Make sure your tiled service is defined as a "Basemap" in Essentials Manager (in the "Map" tab -> Edit the map service -> "Functional" tab -> "Function")   -Alejandro

  but what is the difference between base and operational in the function drop down menu?
