Hiding broken/non-existant links

On the Feature Hyperlinks tab what is actually happening behind the scenes when you use the Invalid/Broken Links picklist? Is it some html/css/java code? I would like to be able to use this in html to hide broken links when you view map tips or identify a feature. I could use that in the Feature Description or Feature Long Description box on the Details tab.
