Basemap Switcher button in HTML5 2.3

I'm having an issue seeing the Basemap switcher button in a map.  Using essentials 4.2, HTML5 2.3.   What's bizarre is that I copied json code for the viewer from a site that does show the button, and it still is not showing up.  Before, this was visible and functional by default.  Cannot figure out what is different in this case, any tips greatly appreciated.

  Sometimes you have to go public with your foolishness in order to see that foolishness.  I helps if you set all of your basemaps to 'Base' in the functional settings.
