Include File from URL and Add to Template Report

Is there a way to retrieve files (.jpg photos) from a URL (amazon cloud) and return them and add them to a template report? Each photo is timestamped and I can set up a query to select them. I just don't know how I can bring them back into my template report. Is there a tool/set of tools I can use to add these photos to a report. Or am I going to have to embed a C#/VB code snippet in the workflow to accomplish this?

  Thanks Ralph,

  I was able to get a protype to work to return a single .JPG file back to my report.

  Now I want to return multiple .jpgs to a report based on a time-stamp query. Any suggestions on how I could get started with that? I have the time query working and my REST service that it is querying has a field with the full URL to our internal cloud server when the .JPGs are stored. I just need to know how to return the multiple .JPGs back to my template report. Any thoughts?
