ArcGIS Online Security requires Administrator

Currently to log in to the Geocortex Manager the account needs to be an Administrator on ArcGIS Online for our organizational account. I want the users to be publishers only, not administrators in ArcGIS Online. The only reference to ArcGIS Online is in the security.xml, which does not seem to have any information that I could find to make this change. How can I tell the Geocortex Identity Server to allow site administration for users that have Publisher only?
