Does the HTML5 viewer allow the map scale "1:1'000'000" to be added to the toolbar? Silverlight has the "Advanced Controls Region" for this functionality. 

Is there also a way to predefine map scales while zooming in and out of the map with your mouse wheel? My base map contains several layers that have built in scale dependancies. Some of these layers are completely missed when zooming in and out in the viewer. For example, the viewer loads with an initial scale of 1:16,045 and if I try zooming in with the mouse wheel, it zooms into 1:8,023.

Perhaps this functionality will be incorporated into the new HTML5 2.4 release?
