SecurityError: DOM Exception 18

We have found an issue when the end user disables all cookies on iOS 8.3.  We have tested this on two different iPhones. When they try to load any site they get an alert that says: "Failed to initialize site. The error is: SecurityError: DOM Exception 18". If we allow cookes then they can load the sites.  Is there any reason why they should have to have cookies enabled?

This issue appears in both Essentials 4.2.1 / HTML5 viewer 2.3.2 and Essentials 4.3 / HTML5 viewer 2.4.
