    I have the same problem (GE 4.2, GVS 2.3), most (but not all) of the time the initial extent is zoomed out much further than what I selected, and my desired map area is moved to the upper left corner.  If I click the Initial Extent button the viewer resets to my desired extent.  Unfortunately I haven't found a solution for this either, but I have yet to try it in GE 4.3/GVS 2.4.

    Hi Folks,

    How are you opening the viewer?  We have seen strange behavior in the Silverlight viewer when it's opening / loading / being resized in a tab or window that is not currently visible.

    If you launch the viewer and it opens in a new tab that you cannot see , the Esri API might not be reporting the screen dimensions properly, which will cause the initial extent to be calculated incorrectly.  When you then make the window visible, the map control adjusts to its new size and preserves the scale so you end up somewhere else.

    Yes, that explains my situation perfectly.  My Geocortex viewer is the third tab in my default IE homepage, and if I click on that tab before the map loads the extent shows correctly, otherwise it is zoomed out as I described earlier.  I haven't heard of any other users at my agency having the same problem, so this explains why it happens to me and not anyone else.  Thanks for the clarification.
