Toolbar for Handheld

I'd like the toolbar to be collapsed by default for handheld devices. On the toolbar settings page, I've selected "Configure Individually" and unchecked show toolbar by default.  I was expecting there to be a little tab so the user could open the toolbar but there isn't.  If I allow the toolbar to show by default, it takes up the whole screen and is confusing to the user who expects to see a map. Can I collapse the toolbar on handheld rather than remove it completely? I'm using GE 4.1.2 with GVH 2.3.
