Two Tiled map services with differnent Extents

Using a Airphoto Tiled Map Service and the ArcGIS online World Topo Map I am finding that it won't allow me to add both services because the Tiling scheme of the online map is not compatible. I would like to zoom in past the Topo 1:1128 to my Airphoto which is at 1:500. Any ideas on making these both work together?
